LISBON, Portugal (AP) — Portugal’s battle to contain the surging COVID-19 delta variant has prompted it to put the United Kingdom on its red list for travel, speed up vaccinations in Lisbon and cancel school classes in the southern Algarve region, its main tourist destination.

Portugal has in recent days been reporting the highest number of daily new coronavirus cases since February. Though hospitals are comfortably coping with new virus admissions, officials say the increase of about 30% over the past week was a worrying trend.

On Monday, the number of coronavirus patients in hospital surpassed 500 for the first time since early April.

The country’s 14-day cumulative COVID-19 case notification rate per 100,000 people, meanwhile, rose to 162 — the highest officially recorded since early March.

Lisbon, the capital, is one of Portugal’s hot spots, with a case rate of 438. The city council said Monday it will extend the opening hours of vaccine centers, with people over 50 allowed to walk in without an appointment. Already last week, Lisbon doubled the number of jabs being administered over seven days, with more than 46,000. The next goal is 65,000 a week.

Also, British travelers who aren’t vaccinated must quarantine for two weeks after arriving in Portugal, the Portuguese government announced Monday. The delta variant is believed to account for almost all of the United Kingdom’s new COVID-19 cases.

British arrivals can quarantine at their home or in a place stipulated by Portuguese health authorities. Arrivals from Brazil, India and South Africa come under the same rule.

All those entering Portugal must show either the European Union’s COVID Digital Certificate or a negative PCR test.

Health authorities in southern Portugal’s Algarve region, known for its numerous beaches and sunny weather, canceled in-person classes for children up to 16 years old in a bid to break transmission chains in five towns, including the well-known vacation spots Albufeira and Faro.

Thousands of British tourists visited the Algarve earlier this month when the British government briefly allowed easier travel to Portugal.

The Algarve Regional Health Authority said classes would stop Monday for at least 12 days. It didn’t say how many students would be affected.

Albufeira’s 14-day COVID-19 case notification rate per 100,000 people stands at 583, it said.

Portugal was the worst-hit country in the world, in terms of weekly infections, in January. But an extended lockdown contained the spread.

Since the pandemic began, Portugal has officially recorded around 870,000 cases of COVID-19 and about 17,000 deaths.

NORTH KINGSTOWN, R.I. (WPRI) — Rhode Island had its first visit by a sitting president in more than six years on Wednesday, but the commander-in-chief didn’t spend much time in the Ocean State.

After departing from Joint Base Andrews in Maryland, Air Force One landed at Quonset State Airport in North Kingstown around 9:45 a.m.

President Biden then left for the U.S. Coast Guard Academy in New London, Connecticut, where he gave a speech at the academy’s commencement ceremony.

Following the ceremony, Biden returned to Rhode Island and boarded Air Force One to return to Washington. He made no unscheduled stops on the trip.

Gov. Dan McKee, a Democrat who was one of Biden’s earliest supporters in Rhode Island, was one of three local officials who welcomed the president on the tarmac at the airport, according to a pool report. The governor was joined by Rhode Island National Guard Commanding Gen. Christopher Callahan and 143rd Airlift Wing Commander Col. Adam Wiggins.

On May 9, the Colonial Pipeline was hit by a cybersecurity attack, forcing it to shut down 5,500 miles of pipeline. That pipeline provides a significant percentage of fuel in the East. Consequently, several Love’s Travel Stops and Pilot Co. locations are experiencing fuel shortages.

Love’s Travel Stops has updated its list of truck stops without diesel to include the following as of 3 p.m. Central on Thursday, May 13:

  • 135 Sutton Ridge Lane (Exit 83, Interstate 77) in Fort Mill, S.C. (Store 333).
  • 64 E Pike Road (Exit 322, Interstate 65) in Falkville, Ala. (Store 381).
  • 1525 E 8th Ave. (Exit 102, Interstate 75) in Cordele, Ga. (Store 801).

The Canadian government has introduced a travel ban for passenger flights from India and Pakistan for the next 30 days due to growing concerns around the spread of COVID-19 variants, beginning at 11:30 p.m. ET on Thursday.

Patty Hajdu, Minister of Health, revealed that flights from India account for 20 per cent of recent air travel volumes to Canada, but more than 50 per cent of positive tests conducted at the border.

“A similarly high level of cases, compared to travel rate, have also been linked to Pakistan,” Hajdu said.

While the Canadian government is halting direct passenger flights from India and Pakistan, anyone departing those two countries but entering Canada via an indirect route after 11:30 p.m. ET on Thursday, for the next 30 days, must obtain a negative COVID-19 pre-departure test at their last point of departure.

Cargo flights will be allowed for the arrival of essential supplies like vaccines and personal protective equipment. 

“We’ve been saying for over a year, now is not the time to travel,” Omar Alghabra, Minister of Transport said at the press conference on Thursday. “Border restrictions can change at any time and you can be stuck in another country.”

This comes after growing concerns around the “double mutant” COVID-19 variant B.1.617, first identified in India, and a day after Quebec identified its first case of the variant..

“This is a temporary measure while we assess the evolving situation and determine appropriate measures going forward,” Alghabra said.

The transport minister added that there are currently no direct flights from the Brazil, the country of origin of the P1 COVID-19 variant, but he indicated that the federal government “will not hesitate to ban travel from other countries if the science bares that out.”

Minister Alghabra also urged Canadians to avoid the “trap” of blaming certain groups for COVID-19.

“We’ve seen this with Asian Canadians, we must reject scapegoating any group,” he said. “This virus is not Chinese, nor is it Indian, it affects us all.”
